About the program
Dimension X is an Open Innovation Challenge by Hatch aiming to attract and validate emerging dual-use technologies from global startups that could produce game-changing impact on public safety and security.
In collaboration with HTX (Home Team Science & Technology Agency), SOSA, and Knovel Engineering, Hatch was established to advance innovation in public safety and security.
Startups participating in the challenge will be funded to collaborate with Home Team end users and HTX’s technical experts to develop a success proof-of-concept.
The program is seeking solutions in one or more of the following areas:
AI and Data Analytics
- Detect deepfake media - images, videos and audio
- Develpp AI-powered solutions to transform unstructured video data into actionable insights
Emergency Response and Operations
- Detect anomalous objects on varied underwater surfaces
- Enable real-time communication in signal denied environment
- Intercept UAV using munition means
Forensics
- Perform forensics matching of discharged bullets to firearm without test-firing
- Extract telemetry data from 2D videos streams
- Enhance and elevate fire investigations for determining origin and cause of fire
People Analytics & Profiling
- Perform predictive people analytics using diverse data sources for recruitment and leadership development
- Perform profiling & insights ceation with bio-signals

Hatch was established by Singapore’s Home Team Science and Technology (HTX), SOSA and Knovel Engineering as an innovation hub for public safety and security, in collaboration.
It was launched on 30 May 2023 by Minister K. Shanmugam, Minister for Home Affairs and Minister for Law, Singapore.
Hatch scouts across industry verticals to identify the right technologies and companies to be tested in the Home Team’s mission space.
Our platforms and programs unite global tech startups, Home Team end-users, with HTX engineering and scientific talents from day one.

SOSA HLS is the Homeland Security and Defense division of SOSA, dedicated to developing and implementing open innovation programs, accelerators, and innovation hubs for defense and homeland security agencies.

The SOSA HLS team is led by two managing partners with extensive experience in the field:

Eric leads SOSA HLS Open Innovation programs. Before joining SOSA, he served in the Israeli Security Agency (Shabak) and was the co-founder and CEO of several international companies in the HLS and defense domain. Eric also sits on the advisory board of several leading organizations in the HLS and defense sector.
- Col. (Res) David Rokach, Managing Partner SOSA HLS
David leads the SOSA HLS open innovation programs and accelerators for international defense companies and the Israeli Ministry of Defense. With over 30 years of experience, David has served as the Head of the Weapons System Division in the IDF and held key positions including VP at Aeronautics and Senior Security Director at "Peres & Associates," led by Former Israel President Shimon Peres.
